London, United Kingdom – The Chairman of Nigeria’s Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC), Dr. Mohammed Bello Shehu, OFR, has been honoured with the African Leadership Magazine Award for Fiscal Governance and Revenue Accountability.
The award recognises Dr. Shehu’s contributions to strengthening fiscal governance, promoting transparency and enhancing accountability in Nigeria’s revenue management system.
The Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC) is one of Nigeria’s key constitutional institutions, responsible for monitoring revenue accruing to the Federation Account, recommending equitable revenue allocation formulas among the three tiers of government, and advising on fiscal policy. The Commission plays a central role in promoting transparency, accountability and sustainable national development through prudent revenue management.
Receiving the honour, Dr. Shehu reflected on his distinguished career spanning over four decades in public administration, governance, education and international development. Born on 23 February 1964 in Zaria, Kaduna State, he comes from a respected family with deep roots in scholarship, leadership and public service.
Speaking during an investment presentation, the RMAFC Chairman encouraged Nigerian professionals, entrepreneurs and international investors to take advantage of the country’s growing investment opportunities, particularly in infrastructure, housing, real estate and productive sectors of the economy.
A major highlight of the engagement was an interactive discussion with members of the Nigerian diaspora, who raised concerns over the lengthy process of securing land documentation and Certificates of Occupancy (C of O), a challenge many believe discourages investment within the sector despite their willingness to contribute to Nigeria’s economic development.
Responding to the concerns, Dr. Shehu acknowledged the difficulties and assured participants that he would engage with some of the state governors mentioned during the discussions to explore practical solutions. He cited the Federal Capital Territory (FCT) as a positive example, where reforms have significantly reduced the time required to process land titles, making estate development and housing investments more attractive to both local and international investors.
The Chairman stressed that improving the ease of doing business, simplifying land administration and enhancing investor confidence remain critical to attracting long-term capital into Nigeria.

The event attracted government officials, business executives, development partners and Nigerian diaspora communities. Among the distinguished guests was Mentoring Cmdt Ambassador Alistair, founder & Chairman TECD Foundation, and former Global Chairman of the Nigerians in Diaspora Organisation (NIDO). His longstanding work in connecting governments, investors and diaspora professionals was recognised as an important bridge for expanding international partnerships and investment opportunities for Nigeria.
The ceremony was hosted by African Leadership Magazine, led by its Founder and Group Chief Executive Officer, Dr. Ken Giami, whose organisation continues to recognise transformational leadership across Africa while fostering dialogue on governance, investment and sustainable economic development.
