The Resource Centre for Human Rights and Civic Education has called for greater fiscal discipline, transparency and stronger democratic institutions, expressing concern over Nigeria’s budget priorities, constitutional reform process and public sector accountability.

Speaking at a “State of the Nation” briefing in Abuja on Tuesday, CHRICED Executive Director, Comrade Ibrahim Zikirullahi, questioned the allocation of public funds to projects he said fell outside the core mandates of some government agencies.

He argued that sectors such as education, healthcare and social protection should receive greater budgetary attention, citing road projects reportedly funded under the National Commission for Almajiri and Out-of-School Children Education.

According to him, resources allocated to the commission should instead be directed towards tackling the growing number of out-of-school children.

Zikirullahi warned that failure to prioritise education and social interventions could worsen insecurity by leaving vulnerable children susceptible to criminal recruitment.

He also raised concerns over Nigeria’s rising public debt and repeated extensions of annual budgets, questioning the government’s increased borrowing despite claims of improved revenue generation.

“If revenues are performing above expectations, why are MDAs complaining of poor releases? Why is borrowing increasing? Why are annual budgets being extended into multiple years?” he asked.

On constitutional reform, Zikirullahi said the amendment process should involve broader public participation, insisting that constitutional changes must reflect the aspirations of citizens rather than the interests of political elites.

“Constitutional amendment is the business of the people, not a privileged club of political elites,” he said.

The CHRICED executive director also urged caution over proposals to establish state police, arguing that existing challenges affecting the Nigeria Police Force—including funding, professionalism and accountability—should first be addressed.

He further called for independent investigations into allegations surrounding funds reportedly linked to negotiations for the release of abducted schoolchildren, saying all claims involving public resources and national security should be transparently examined to sustain public confidence.

On democratic governance, Zikirullahi expressed concern over allegations of restrictions on opposition political activities and urged security agencies and other public institutions to remain impartial in the discharge of their responsibilities.

He also called on the Federal Government to strengthen transparency in governance, while urging the National Assembly to enhance oversight of budget implementation and public spending.

According to him, Nigeria’s democracy can only be strengthened through greater accountability, constitutional compliance and active citizen participation.
