Malaysia and Indonesia have become the first countries in the world to block access to Grok, an artificial intelligence chatbot developed by Elon Musk’s xAI and accessible via social platform X, citing concerns over its misuse to create sexually explicit and non-consensual images.
Why the Ban?
Both governments said existing safeguards built into the AI system were insufficient to prevent the tool from being used to generate obscene, non-consensual manipulated images, including depictions involving women and minors:

“The government sees non-consensual sexual deepfakes as a serious violation of human rights, dignity and the safety of citizens in the digital space,” Indonesia’s Communications and Digital Affairs Minister said in a statement on Saturday.
In Malaysia, the Communications and Multimedia Commission (MCMC) similarly cited repeated misuse:
“The tool was repeatedly used to generate obscene, sexually explicit, indecent and non-consensual manipulated images, including content involving women and minors,” the MCMC said, adding that responses from xAI and X relied “primarily on user-initiated reporting mechanisms,” which the regulator said were insufficient to prevent harm or ensure legal compliance.
Under the current orders, access to Grok will remain blocked until effective safeguards and moderation are implemented.
What’s Behind the Concern?
Grok includes an image generation feature called Grok Imagine, introduced with capabilities that critics; including regulators in the EU, UK, India and France – say lack robust content moderation, enabling the creation of harmful deepfake and sexualised content. Last week, xAI restricted some image-generation features to paying subscribers in response to global backlash, a move critics say does not fully address the problem.
