The newly appointed Acting Head of Service of Katsina State, Alhaji Masa’udu Almustapha Banye, has assumed office at the State Secretariat, accompanied by directors and staff of the Ministry for Local Government and Emirate Affairs.

He was received by the Permanent Secretary, Office of the Head of Service, Alhaji Ado Yahaya,Permanent Secretary, Office of the Head of Service, Alhaji Ado Yahaya, as he formally began his new responsibilities at the centre of Katsina’s state civil service administration.

In his first message to the workforce, Alhaji Banye called for teamwork, cooperation and a renewed commitment to repositioning the civil service for optimal service delivery. He also reiterated his commitment to staff welfare and institutional reforms.

The Permanent Secretary pledged the loyalty and support of the workforce to the new leadership, while staff and well-wishers offered goodwill messages at the event.

The appointment comes in a state whose influence on Nigeria’s political and national development extends far beyond its geographical boundaries. Katsina has produced two Nigerian Presidents: Umaru Musa Yar’Adua, who served from 2007 until his death in 2010, and Muhammadu Buhari, who served from 2015 to 2023. Together, they accounted for almost 11 years of Nigeria’s Fourth Republic presidency.

Katsina’s influence, however, goes beyond the presidency. Major General Shehu Musa Yar’Adua, elder brother of President Umaru Yar’Adua, served as Chief of Staff, Supreme Headquarters under General Olusegun Obasanjo’s military government from 1976 to 1979 and was widely regarded as the country’s de facto vice-president.

The state has therefore occupied an unusual position in Nigeria’s political, military and democratic history, producing leaders who have influenced the country at some of its most consequential moments.

Against this background, the arrival of a new Acting Head of Service is not merely an administrative transition. The effectiveness of Katsina’s civil service remains important to the delivery of policies and programmes in a state with considerable national political significance.

For Alhaji Banye, the immediate task is to translate his call for teamwork and reform into a more efficient, responsive and welfare-conscious civil service capable of serving Katsina’s people and supporting the state’s continuing role in Nigeria’s development
